Singapore's foreign minister makes first visit in nearly two decades as Pakistan marks 60 years of ties

Singapore's Foreign Minister Vivian Balakrishnan held delegation-level talks with Ishaq Dar in Islamabad on Friday, the first visit by a Singaporean foreign minister to Pakistan in nearly two decades, as the two countries marked 60 years of diplomatic relations.

Singapore's Foreign Minister, Dr Vivian Balakrishnan, arrived in Islamabad on Friday for an official visit and was received by Deputy Prime Minister and Foreign Minister Ishaq Dar at the Ministry of Foreign Affairs, where the two men held a bilateral meeting followed by delegation-level talks. Dar pointedly noted that this was the first visit to Pakistan by a Singaporean foreign minister in nearly two decades, a gap that gave the day's engagements added weight.

Balakrishnan had landed in the capital earlier on Friday at Dar's invitation and was received at the airport by the Foreign Office's director general for East Asia Pacific. In its statements, the Foreign Office said the two sides would review "the entire spectrum of Pakistan-Singapore relations" and exchange views on regional and global developments of mutual interest, with cooperation in both bilateral and multilateral domains on the table.

Trade and investment sat at the centre of the discussions. According to the Foreign Office, the two foreign ministers reviewed the longstanding and friendly relationship between their countries and discussed ways to enhance cooperation in trade and investment, an area both governments say has room to grow well beyond its current level.

The timing of the visit was deliberate. Pakistan and Singapore established diplomatic relations in 1966, so 2026 marks the 60th anniversary of ties between them. The visit also comes ahead of Singapore assuming the chairmanship of the Association of Southeast Asian Nations (ASEAN) in 2027, a role that will put the city-state at the centre of regional diplomacy for a year and makes its relationships with countries such as Pakistan more valuable.

A concrete deliverable of the visit is cooperation on emergencies. A memorandum of understanding on disaster management between Pakistan's National Disaster Management Authority (NDMA) and Singapore's Civil Defence Force was to be exchanged during the trip, linking Pakistan's disaster-response system with one of Asia's most experienced civil defence organisations — a relevant connection for a country repeatedly hit by floods and heatwaves.

Both sides also agreed to maintain bilateral political consultations, according to reports of the meeting, keeping a regular channel open between the two foreign ministries rather than treating the visit as a one-off event.

The programme extended beyond the Foreign Office. Singapore's foreign ministry said Balakrishnan was also scheduled to meet Prime Minister Shehbaz Sharif and Field Marshal Asim Munir during the visit, and to tour the National Center of Artificial Intelligence at the National University of Sciences and Technology in Islamabad, a stop designed to showcase Pakistan's work in artificial intelligence. Dar was to host a lunch for the visiting minister, and the two foreign ministers were expected to address a joint press conference.

The relationship has practical working history behind the ceremony. In May, Dar spoke to Balakrishnan to request Singapore's support in facilitating the welfare and repatriation of 11 Pakistanis and 20 Iranians who were aboard vessels seized by the United States, an episode that showed the two governments cooperating on consular and maritime questions long before this week's anniversary visit.

What follows from the visit will become clearer after the joint press conference and any announcements on the disaster-management agreement. If the consultations mechanism is used regularly, the talks could open further room for cooperation in trade, technology and emergency response as Singapore prepares to chair ASEAN — though, as with all such visits, the test will be in the follow-through rather than the photographs.
